CHILDCARE ASSISTANCE
PRUGRÅMAN I PINILAN I FAMAGU’ON GUÅHAN
This program expands eligibility requirements for childcare assistance and allows more working families and single parents access to growing child care opportunities.
APPLY ONLINE
Download the Child Care Assistance form HERE and refer to the checklist for NEW APPLICANT or FOSTER FAMILY to understand what required documents must be submitted alongside the application. Submit complete packet via email to childcare@dphss.guam.gov.
APPLY IN-PERSON
Visit the Guam Relief Center on the third floor of the Bank of Hawaii building in Hagåtña, the Guam Economic Development Authority (GEDA) on the 5th floor of the ITC building in Tamuning, or to 130 University Dr. Castle Mall Rm.15, Mangilao Guam 96913, between 8 a.m. to 5 p.m Monday to Friday to complete and submit a hard copy application.

APPLICATION PROCESS
1. Download the grant application form from the GEDA website at www.investguam.com or a hard copy of the application may be picked up at the GEDA offi ce located on the 5th floor of the ITC Building, Tamuning between 8:00 a.m. – 5:00 p.m. Monday through Friday, excluding holidays.
2. Complete and submit the application form and all required documents via email to caps2022@investguam.com or hand deliver to the GEDA Offi ce.
3. A unique application number will be assigned. Application will then be reviewed by GEDA and DPHSS
4. If application is complete and deemed eligible, a notice of grant award will be issued and sent to the applicant.
5. If application is deemed ineligible, a notice of ineligibility will be issued and sent to the applicant with details of ineligibility.
6. Payment requests will be sent to the Department of Administration for payment of grant award

Applications will be accepted beginning Tuesday, August 16, 2022 at 3pm. The deadline to submit an application will be Friday, October 14, 2022.
PROGRAM ELIGIBILITY
To be eligible, provider must be a:
a. Relative Care provider who received their certification from DPHSS beginning April 5, 2022; or
b. Relative Care provider who has been deemed eligible by DPHSS and are working with DPHSS for certification.
INELIGIBILITY
Ineligible organizations or providers include:
a. In-home providers – a family home in which children are cared and supervised in their own home setting; or
b. Child Care Development Fund licensed or certified center; or
c. Public or private schools
Funds must be used before September 30, 2023. Allowable uses of grant funds include the following:
A. Facilities Maintenance – Allowable facility maintenance and improvements may include, but are not limited to, building or upgrading outdoor play area, renovating bathroom(s), installing railings or ramps to make the home more accessible, and removing non-load bearing walls to create additional space for social distancing.
B. Personal Protective Equipment, Cleaning, and other Health and Safety Equipment and Practices – Personal protective equipment (PPE), cleaning and sanitization supplies and services, safety equipment, training and professional development related to health and safety practices.
C. Equipment and Supplies – This category includes purchases of or updates to equipment and supplies to respond to the COVID-19 public health emergency. So long as the equipment and supplies are in response to the COVID-19 public health emergency, they may include indoor and outdoor equipment and supplies that facilitate practices consistent with safety protocols and developmentally appropriate prac- tice, as well as items needed to respond to new challenges, such as software and upgrades. This also includes technological upgrades that programs can use to collect data and report to lead agencies.
D. Goods and Services – This category includes any material good or service necessary for the operation of a child care program. Examples of goods that might be necessary to maintain or resume child care services include food and equipment and materials to facilitate play, learning, eating, diapering and toileting, or safe sleep. Examples of services that are allowable include business automation training and support services, shared services, child care management services, and food services.
E. Mental Health Services – Infant and early childhood mental health consultation (IECMHC), an evidence-based, prevention-based strategy that teams mental health professionals with people who work with young children and their families to improve their social, emotional, and behavioral health and development in the settings where children learn and grow, is one example of an allowable mental health support.

MAXIMUM AWARD AMOUNT
Total award amount shall not exceed Five Thousand Dollars ($5,000.00). Additional consideration will be offered for applicants who are caring for children with special needs and will be on a case by case basis.
HOUSING
Emergency Rental Assistance Program (ERA)
NOW ACCEPTING APPLICATIONS FOR ERA CYCLE 5
This program assists rental household impacted by COVID-19 unable to pay rent and utilities from March 3, 2020, to present. Eligible rental households may receive up to 12 months of assistance for rent, rental arrears, utilities, utility arrears, internet service and moving expenses.
ELIGIBILITY
-Qualifies for unemployment benefits or experienced a reduction in household income, incurred significant cost or experienced other financial hardship due directly or indirectly to COVID-19.
-At risk of experiencing homelessness or housing
-Household income at or below 80% of the area median

Individuals may apply online or pick up a hardcopy application at the ERA office located on the 2nd Floor, Suite 219, or at the Government of Guam Relief Center 3rd floor at the Bank of Hawaii building in Hagatna.
Guam’s Homeowner Assistance Fund (HAF)

Guam’s Homeowner Assistance Fund (HAF) Program is a federally funded relief program to assist eligible homeowners impacted by the COVID-19 pandemic with their mortgage, utilities and property tax payments. The Department of Administration (DOA) is the lead government entity to administer and implement Guam’s HAF Program.
Update from the U.S. Treasury – May 09, 2022
The pandemic’s economic and public health impacts put millions of homeowners at risk of losing their homes. For this reason, President Biden’s American Rescue Plan established HAF to provide close to $10 billion in financial support to help families weather these challenges and remain in their homes.
We are strongly urging all servicers of federally backed mortgages to pause foreclosure proceedings when they are notified by a HAF program administrator of a pending HAF application to avoid unnecessary harm to vulnerable homeowners. Pausing any pending proceedings is a vital step towards keeping families in their homes as they receive assistance through the HAF program and is consistent with Congress’s intent in putting in place the HAF program to protect vulnerable homeowners.
During any such pause, we encourage homeowners and servicers to continue working together on loss mitigation options to ensure vulnerable homeowners eligible for assistance are able to choose the best path to staying in their homes and fully utilize available resources. We also strongly encourage servicers to offer these loss mitigation options to borrowers who are struggling to make their mortgage payments, including those who are eligible for HAF funding.

The Low Income Household Water Assistance Program (LIHWAP)
The Low Income Household Water Assistance Program (LIHWAP) is a new federal program that will provide financial assistance to low income Guamanians to help manage their residential water utility costs. Established by U.S. Congress in December 2020, this federally funded program will help low-income households pay down their outstanding water bills. Guam has been allocated $206,371 in one-time funding to provide LIHWAP assistance.
This water assistance program provides a one-time benefit payment of up to $1,000 to assist eligible households with their current water and wastewater bill, arrears, late fees, disconnection fees, reconnection fees and amount under a payment plan. .
ELIGIBILITY
You may qualify for a LIHWAP benefit payment if:
1. You or a member of your household are a U.S. Citizen or qualified non-citizen.
2. You either rent or own your home.
3. You have an overdue water bill that you are responsible for paying.
4. Your household gross monthly income meets the income guidelines

This program helps qualified young adults achieve education and employment by providing career guidance and financial assistance, and preparing youth for post-secondary education and training for work in growing industries.

This program offers training and education aligned with workforce needs, prepares individuals to secure gainful employment, and provides paid work experience for up to 480 hours.

OFFICE OF HOMELESSNESS ASSISTANCE AND POVERTY PREVENTION (OHAPP)
The OHAPP works to minimize the gaps in services and benefits for those experiencing homelessness. We advocate for policies and procedures that mitigate the factors causing homelessness and poverty on Guam.
As the link between non-profit groups and community stakeholders to the Government of Guam agencies, we look to create programs that enhance and increase affordable housing and supportive services for eligible residents.
For Armed Service homeless veterans, the OHAPP will focus services on connecting them to Veterans Affairs and related wrap-around services through the Guam Veterans Affairs Office and community veteran groups.
Guam’s Prugråman Salåppe’ 3 Program offers a onetime cash assistance of Five Hundred Dollars ($500) per eligible household.
