The following negative determination was submitted for federal consistency review.  Section 306(a) of the Coastal Zone Management Act of 1972, as amended, provides public participation in the federal consistency review process. The consistency determination may be viewed below.  Written comments may be submitted within 14 days of this publication to the Guam Coastal Management Program Office, Ricardo J.
