GCMP Network Agency Meeting on Program Change on Thursday, June 30, 2022 at 10:00 a.m. at the Governor’s Small Conference Room at Adelup

There will be an in-person meeting on Thursday, June 30, 2022 at 10:00 am at the Governor’s Small Conference Room at Adelup to discuss an upcoming GCMP Program Change which is targeted primarily with the Program Authorities which are under the Bureau of Statistics and Plans and the Department of Agriculture.

The program authorities are those legal authorities which have been approved by NOAA in the GCMP Programmatic EIS or in subsequent program changes in 1990 and 2013 (These may be found under the tab “Program Document and Program Changes” on GCMP’s federal consistency website).

Currently, the following program authorities are under consideration for updating during this program change, although others may be considered:
1. Under BSP:
1.1. Recognition of the transfer of power/duties/responsibilities of the Guam Planning Council to Bureau of Statistics and Plans and renaming the Bureau of Planning as the Bureau of Statistics and Plans, under PL 26-76.
1.2. Recognition of changes to the Centralized Planning Statute (5 GCA Ch. 1 Art. 2).
2. Under DoAg:
2.1. Recognition of changes to the Game and Fish Statute (5 GCA Ch. 63 Art. 1).
2.2. Recognition of changes to the Forestry Statute (5 GCA Ch. 63 Art. 3).
2.3. Recognition of the addition of the Guam Forestry Legacy Act of 2012 (5 GCA Ch. 63 Art. 5).
2.4. Recognition of changes to the Live Coral and Fishing Nets Statute (5 GCA Ch. 63 Art. 6).
There has not been a program change in 2013, so any developments in policies (statutes/public laws/executive orders/rules and regulations) under the purview of the GCMP Network Agencies (to include Department of Agriculture, Department of Land Management, Parks and Recreation, Department of Public Works, Guam Environmental Protection Agency, Guam Waterworks Authority, that have effects on coastal uses (land and water uses) or natural resources could be considered for this or a subsequent program change.
