The Bureau of Statistics and Plans Announces Extension of Public Comment Period for the 2050 Guåhan Sustainability Plan

HAGÅTÑA, Guam – The Bureau of Statistics and Plans (BSP) is announcing an extension of the public comment period for the draft 2050 Guåhan Sustainability Plan (GSP). In accordance with the requirements of 5 GCA § 1205, BSP conducted two public hearings on the draft 2050 Guåhan Sustainability Plan (GSP) on February 12, 2026, at the Hågat Mayor’s Office and February 25, 2026, at the Dededo Mayor’s Office. 

To ensure that all residents have ample opportunity to review the document and contribute to the island’s long-term strategic vision, BSP is extending the comment period by 45 days. This will make the new deadline to submit comments to April 25, 2026.

The 2050 GSP serves as a comprehensive framework for Guam’s future, addressing critical areas such as economic resilience, environmental stewardship, and community well-being. This plan also acts as the official update to the Guam Comprehensive Development Plan (Kabales), as mandated by Public Law 35-110.

Pursuant to Guam Public Law 33-93, the Bureau of Statistics and Plans (BSP) and the Department of Agriculture (DoAg) are required to collect and publish quarterly data on the volume of imported agricultural and fish products, as well as locally produced agricultural and fish products purchased by the Government of Guam. The law aims to enhance transparency about the quantity and types of produce and fish imported into Guam or procured by government agencies. Furthermore, the law highlights the vital role of farmers and their ability to supply agricultural and fisheries products that meet consumer demands.

In addition to the imported data the BSP already collects and reports annually, it has now included information on government procurement of local produce and fish products. The data covers purchases made during the 1st quarter of Fiscal Year 2026.

The BSP extends its appreciation to the Government House, Guam Department of Education, Department of Youth Affairs, Department of Public Health and Social Services, Guam Memorial Hospital Authority, and the Department of Corrections for their contribution to this report.

Adelup, GU (January 26, 2026) – The Bureau of Statistics and Plans (BSP) is proud to announce the release of the public draft of the Guåhan 2050 Sustainability Plan (G50SP). Mandated by Guam Public Law 35-110, this comprehensive update to the Guam Comprehensive Development Plan establishes a 25-year roadmap to ensure that Guam meets the needs of the present without compromising the ability of future generations to thrive.

The G50SP is built upon five core sustainability principles: Limits, Balance, Renewal, Equity, and Engagement. These principles guide the plan’s approach to five thematic goals: Sustainable Communities, a Prosperous Economy, a Thriving Environment, a Vibrant Culture, and Village Sustainability.

Addressing Public Law 35-110: Required Plan Elements

Public Law 35-110, enacted to renew the Guam Comprehensive Development Plan with the principles of sustainability, specifically mandated that the updated plan address twenty critical elements. The G50SP fully responds to these requirements through an integrated land use framework:

  • Land Use & Infrastructure: The plan establishes an Urban-Rural Boundary to concentrate development in areas with existing infrastructure, such as water, sewer, and power, while protecting rural landscapes and the Northern Guam Lens Aquifer.
  • Housing & Redevelopment: G50SP prioritizes affordable housing and the redevelopment of underutilized urban spaces, ensuring resilient and equitable housing options for Guam’s growing population.
  • Environment & Conservation: In direct response to the law’s conservation requirements, the plan designates Resource Conservation areas to protect sensitive habitats, limestone forests, and watersheds.
  • Culture & Indigenous Connections: The plan elevates the protection of CHamoru heritage, traditional practices, and historical sites, ensuring that land use decisions respect and celebrate Guam’s unique cultural identity.
  • Public Safety & Resilience: Integrated hazard and climate data, including flood maps and sea-level rise projections, are used to guide safe development and enhance island-wide resilience.

A Vision Grounded in Community

The G50SP was developed through an extensive community engagement process, including an island-wide survey of over 700 residents, focus groups, and interviews with village mayors and agency experts. This input confirmed that the people of Guam envision a future that prioritizes environmental stewardship, cultural preservation, and social cohesion.

From Plan to Action

“The Guåhan 2050 Sustainability Plan is more than a document; it is a living commitment to our island,” said Lola Leon Guerrero, the Director of the Bureau of Statistics and Plans. “By aligning our land use decisions with these sustainability principles, we are moving away from fragmented decision-making toward a shared, proactive framework that secures a prosperous and resilient future for all”.

If adopted, the implementation of the G50SP will be coordinated by the BSP and supported by a Sustainability Plan Implementation Task Force, with actions phased over short-term (2025-2030), mid-term (2030-2040), and long-term (2040-2050) horizons.

]]> The Guam Bureau of Statistics and Plans (BSP) is soliciting proposals from  experienced and qualified Offeror for Professional Services to Conduct Guam’s Second-Year Prison Rape Elimination Act (PREA)  Compliance Audit at the Department of Corrections (DOC) and Department of Youth Affairs (DYA) Facilities.  The issuance of this Request for Proposals (RFP) does not constitute a commitment by the Bureau of Statistics and Plans to award a contract.

All entities interested in submitting a proposal may request  an electronic copy or hard copy of the Request for Proposal (RFP) beginning Tuesday, September 30, 2025 to Friday, October 17, 2025 by e-mail to the Single Point of Contact, Ms. Sonia Siliang, at sonia.siliang@bsp.guam.gov or at the Director’s Office, Bureau of Statistics and Plans, located at the Ricardo J. Bordallo Governor’s Complex, Adelup, 513 West Marine Corps Drive, Hagåtña, Monday through Friday from 8:00 a.m. to 5:00 p.m. Chamorro Standard Time (ChST) excluding Government of Guam holidays.  You can also click here to download an electronic copy of the RFP.   BSP recommends that prospective offerors register their contact information with the BSP to ensure they receive any notices regarding any changes or updates to the RFP.  GSA and or BSP shall not be liable for failure to provide notice to any party who did not register their contact information.

Proposals must be submitted to the Bureau of Statistics and Plans’ Director’s Office, Bureau of Statistics and Plans, located at the Ricardo J. Bordallo Governor’s Complex, Adelup, 513 West Marine Corps Drive, Hagåtña by no later than 4:00 pm (ChST), Thursday, October 30, 2025. Proposals may be hand delivered, delivered by mail, delivered by other courier service or by  electronic transmission to the Single Point of Contact, Ms. Sonia Siliang, at sonia.siliang@bsp.guam.gov. Failure to submit Proposals at the specified  location or by email on the date and time will be grounds for rejection of the Proposal.
