<p style="font-weight: 400;"><span style="color: #000000;"><strong>The Bureau of Statistics and Plans Announces Extension of Public Comment Period for the 2050 Guåhan Sustainability Plan</strong></span></p>
<p style="font-weight: 400;"><span style="color: #000000;"><strong>HAGÅTÑA, Guam</strong> – The Bureau of Statistics and Plans (BSP) is announcing an extension of the public comment period for the draft <strong>2050 Guåhan Sustainability Plan (GSP)</strong>. In accordance with the requirements of 5 GCA § 1205, BSP conducted two public hearings on the draft 2050 Guåhan Sustainability Plan (GSP) on February 12, 2026, at the Hågat Mayor’s Office and February 25, 2026, at the Dededo Mayor’s Office. </span></p>
<p style="font-weight: 400;"><span style="color: #000000;">To ensure that all residents have ample opportunity to review the document and contribute to the island’s long-term strategic vision, BSP is extending the comment period by 45 days. This will make the <strong>new deadline to submit comments to April 25, 2026</strong>.</span></p>
<p style="font-weight: 400;"><span style="color: #000000;">The 2050 GSP serves as a comprehensive framework for Guam’s future, addressing critical areas such as economic resilience, environmental stewardship, and community well-being. This plan also acts as the official update to the <strong>Guam Comprehensive Development Plan (Kabales)</strong>, as mandated by <strong>Public Law 35-110</strong>.</span></p>

<p><span style="font-size: 12pt; color: #000000;">In addition to the imported data the BSP already collects and reports annually, it has now included information on government procurement of local produce and fish products. The data covers purchases made during the 1<sup>st</sup> quarter of Fiscal Year 2026.</span></p>
<p><span style="font-size: 12pt; color: #000000;">The BSP extends its appreciation to the Government House, Guam Department of Education, Department of Youth Affairs, Department of Public Health and Social Services, Guam Memorial Hospital Authority, and the Department of Corrections for their contribution to this report.</span></p>

Mandated by <strong>Guam Public Law 35-110</strong>, this comprehensive update to the Guam Comprehensive Development Plan establishes a 25-year roadmap to ensure that Guam meets the needs of the present without compromising the ability of future generations to thrive.</p>
<p>The G50SP is built upon five core sustainability principles: <strong>Limits, Balance, Renewal, Equity, and Engagement</strong>. These principles guide the plan’s approach to five thematic goals: Sustainable Communities, a Prosperous Economy, a Thriving Environment, a Vibrant Culture, and Village Sustainability.</p>
<p><strong>Addressing Public Law 35-110: Required Plan Elements</strong></p>
<p>Public Law 35-110, enacted to renew the Guam Comprehensive Development Plan with the principles of sustainability, specifically mandated that the updated plan address twenty critical elements. The G50SP fully responds to these requirements through an integrated land use framework:</p>
<ul>
<li><strong>Land Use &amp; Infrastructure</strong>: The plan establishes an <strong>Urban-Rural Boundary</strong> to concentrate development in areas with existing infrastructure, such as water, sewer, and power, while protecting rural landscapes and the <strong>Northern Guam Lens Aquifer</strong>.</li>
<li><strong>Housing &amp; Redevelopment</strong>: G50SP prioritizes <strong>affordable housing</strong> and the <strong>redevelopment</strong> of underutilized urban spaces, ensuring resilient and equitable housing options for Guam’s growing population.</li>
<li><strong>Environment &amp; Conservation</strong>: In direct response to the law&#8217;s conservation requirements, the plan designates <strong>Resource Conservation</strong> areas to protect sensitive habitats, limestone forests, and watersheds.</li>
<li><strong>Culture &amp; Indigenous Connections</strong>: The plan elevates the protection of <strong>CHamoru heritage</strong>, traditional practices, and historical sites, ensuring that land use decisions respect and celebrate Guam&#8217;s unique cultural identity.</li>
<li><strong>Public Safety &amp; Resilience</strong>: Integrated hazard and climate data, including flood maps and sea-level rise projections, are used to guide safe development and enhance island-wide resilience.</li>
</ul>
<p><strong>A Vision Grounded in Community</strong></p>
<p>The G50SP was developed through an extensive community engagement process, including an island-wide survey of over 700 residents, focus groups, and interviews with village mayors and agency experts. This input confirmed that the people of Guam envision a future that prioritizes environmental stewardship, cultural preservation, and social cohesion.</p>
<p><strong>From Plan to Action</strong></p>
<p>&#8220;The Guåhan 2050 Sustainability Plan is more than a document; it is a living commitment to our island,&#8221; said Lola Leon Guerrero, the Director of the Bureau of Statistics and Plans. &#8220;By aligning our land use decisions with these sustainability principles, we are moving away from fragmented decision-making toward a shared, proactive framework that secures a prosperous and resilient future for all&#8221;.</p>
<p>If adopted, the implementation of the G50SP will be coordinated by the BSP and supported by a <strong>Sustainability Plan Implementation Task Force</strong>, with actions phased over short-term (2025-2030), mid-term (2030-2040), and long-term (2040-2050) horizons.</p>

<p><span style="font-weight: 400; color: #000000;">In addition to imported data the BSP already collects and reports annually, it has now included information on government procurement of local produce and fish products. The data covers purchases made during Fiscal Year 2025.</span></p>
<p><span style="font-weight: 400; color: #000000;">The BSP extends its appreciation to the Government House, Guam Department of Education, Department of Youth Affairs, Department of Public Health and Social Services, Guam Memorial Hospital Authority, and the Department of Corrections for their contribution to this report.</span></p>

The Revised October 2023 FY 2019-2022 Strategy for Drug Control, Violent Crime and Criminal Justice Systems Improvement Strategy, developed by the Bureau of Statistics and Plans, in collaboration with Guam’s criminal justice entities and resource agencies, remains effective until such time as the Bureau develops the new FY 2025-2029 Strategy. </span></span></p>
<p><span style="color: #000000; font-size: 12pt;">Guam’s Revised October 2023 FY 2019–2022 Drug Control, Violent Crime and Criminal Justice Systems Improvement Strategy reflects the use of JAG funds to support criminal justice initiatives on island through the following priority areas: law enforcement, corrections and community corrections, drug treatment and rehabilitation, planning, evaluation and technology improvement, and prevention and education.  </span></p>
<p><span style="color: #000000; font-size: 12pt;">The Bureau is initiating the request for project proposals to allow the opportunity for interested applicants to submit project proposals consistent with the approved priority areas and the Bureau of Justice Assistance requirements. Proposals may be submitted by any established non-profit organization, faith-based organization, law enforcement, victim services, and substance abuse public agencies that are consistent with the approved BJA programs identified in the Revised October 2023 FY 2019–2022 Drug Control, Violent Crime and Criminal Justice Systems Improvement Strategy.</span></p>

The development of a multi-year strategy is a requirement under the Edward Byrne Justice Assistance Grant (JAG) Program statute wherein a statewide strategic plan must be updated at least every 5 years.  The 2025-2029 Multi-Year Strategy is an update to the Revised October 2023 FY 2019-2022 Strategy for Drug Control, Violent Crime and Criminal Justice System Improvement.</span></p>
<p style="font-weight: 400;"><span style="color: #000000;">Guam&#8217;s FY 2025-2029 Strategy for Drug Control, Violent Crime and Criminal Justice System Improvement is a continuation of past plans to meet the Byrne JAG Program’s objectives while also balancing significant funding reductions to the grant program. The development of the draft strategy was made possible through the collective efforts from law enforcement and criminal justice stakeholders in providing the critical data, information and resources needed to reflect the current state of the island&#8217;s drug problem, violent crime and information technology needs.  </span></p>
<p style="font-weight: 400;"><span style="color: #000000;">The strategy outlines the types of programs to be funded by the JAG award and provides a brief analysis of the need for the programs; and also identifies statewide priorities and planning, anticipated coordination efforts involving JAG and related justice funds.  It is the intent of the strategy to secure the safety of our island community based on capacity building for public safety, crime prevention programs that are effective, for preparedness, technology improvement and commitment of shared resources.</span></p>
<p style="font-weight: 400;"><span style="color: #000000;">To provide the opportunity to comment, the strategic plan is being made available for review to the governing body of the state, the public and criminal justice stakeholders. </span></p>
