The ARC Geodatabase represents the Bureau of Statistics and Plans – Guam Coastal Management Program’s (BSP-GCMP’s) endeavors to understand the cumulative and secondary impacts of development over Guam’s coastal resources. The ARC Geodatabase provides succinct information on development applications the BSP – GCMP has received and reviewed since 2021, geo-referencing of proposed developments, utilities information, Seashore Reserve and Guam Forest System boundaries, basement topographies, watershed delineations, USGS model of Parabasal and Suprabasal Zones of the Northern Guam Lens Aquifer when no-pumping occurs and all pumps turned off, municipality delineations, streams, wetland, historical sites within 1000 ft., sinkholes, Federal Emergency Management Agency flood zones, ecological preserves, marine protected areas, BSP – GCMP’s official position guided by the North and Central Guam Land Use Plan policies and Guam’s Land Use Policies (Executive Order 78-37), and Notice of Action by the Guam (Hybrid) Land Use Commission and Territorial Seashore Protection Commission. In relation to understanding the impacts of development over Guam’s finite coastal resources, the ARC Geodatabase, in conjunction with the updated Coastal Change Analysis Program (C-CAP) by NOAA, will be used to analyze the cumulative impact and restrictions of available lands, which is vital in endeavors to protect and preserve surrounding natural resources and to minimize the secondary impacts that would occur in the future. Data within the Geodatabase was compiled using internal physical and digital references and was assisted by the Guam Department of Land Management (DLM), in which they provided vicinity maps to geolocate applications of proposed development as well as provided the Notice of Actions which officially stipulate the conditions for a development.

Website Restoration Update

As part of a recent global cyber incident targeting cPanel-hosted servers, bsp.guam.gov was among the millions of domains compromised worldwide. Unfortunately, most file downloads and embedded content hosted on the site could not be restored.

The Bureau of Statistics and Plans is currently restoring our site and securely re-uploading all files, data sets, and media—including vital public materials and reports, e.g., for the Guahan 2050 Sustainability Plan—that were linked prior to the attack.

We anticipate the full restoration of the website to be completed in a months time. More recently published files will be prioritized and will be available in a shorter time frame.  We appreciate your patience and understanding as we work toward full restoration of BSP’s extensive digital repository of reports, plans, and data.
