The Bureau of Justice Assistance (BJA) announced the solicitation for the FY 2025 Edward Byrne Memorial Justice Assistance Grant Program (JAG). As the State Administrative Agency (SAA) of the JAG Program, the Bureau has prepared Guam’s FY 2025 JAG Program Narrative. The Program Narrative is now available for review with a public comment.

To meet compliance with the solicitation requirements to ensure the opportunity to comment, the application is being made available for review to the governing body of the state, the public and criminal justice stakeholders. Should you have any comments or concerns with Guam’s FY 2025 JAG Program Narrative application, please provide your written comments to the Bureau by no later than 10:00 am, Thursday, August 6, 2026. If we do not receive any comments by then, the Bureau will assume that you concur with Guam’s FY 2025 JAG Program application.
Guam’s plan details how the FY 2025 JAG funds will improve functionality across Guam’s criminal justice system. The narrative was developed in alignment with the priority areas defined in the Guam FY 2025-2029 Multi-Year Strategy for Drug Control, Violent Crime, and Criminal Justice Systems Improvement. These established priorities include:
- Law Enforcement Priority
- Planning, Evaluation, and Technology Improvement Priority
- Drug Treatment and Rehabilitation
- Corrections & Community Corrections
- Prevention & Education
Our strategic plan relies on evidence-based approaches to guide funding toward critical programs that prevent crime, improve criminal justice information systems, and support substance abuse treatment and rehabilitation.
