Guam’s 2025-2029 Strategy for Drug Control, Violent Crime and Criminal Justice System Improvement Draft

The Bureau of Statistics and Plans (Bureau) has completed the draft of Guam’s FY 2025-2029 Strategy for Drug Control, Violent Crime and Criminal Justice System Improvement. The development of a multi-year strategy is a requirement under the Edward Byrne Justice Assistance Grant (JAG) Program statute wherein a statewide strategic plan must be updated at least every 5 years.  The 2025-2029 Multi-Year Strategy is an update to the Revised October 2023 FY 2019-2022 Strategy for Drug Control, Violent Crime and Criminal Justice System Improvement. Guam’s FY 2025-2029 Strategy for Drug Control, Violent Crime and Criminal Justice System Improvement is a continuation of past plans to meet the Byrne JAG Program’s objectives while also balancing significant funding reductions to the grant program. The development of the draft strategy was made possible through the collective efforts from law enforcement and criminal justice stakeholders in providing the critical data, information and resources needed to reflect the current state of the island’s drug problem, violent crime and information technology needs.   The strategy outlines the types of programs to be funded by the JAG award and provides a brief analysis of the need for the programs; and also identifies statewide priorities and planning, anticipated coordination
