The Bureau of Statistics and Plans Announces a Second Extension of Public Comment Period for the 2050 Guåhan Sustainability Plan

HAGÅTÑA, Guam – The Bureau of Statistics and Plans (BSP) is announcing a second extension of the public comment period for the draft 2050 Guåhan Sustainability Plan (GSP). In accordance with the requirements of 5 GCA § 1205, BSP conducted two public hearings on the draft 2050 Guåhan Sustainability Plan (GSP) on February 12, 2026, at the Hågat Mayor’s Office and February 25, 2026, at the Dededo Mayor’s Office.   To ensure that all residents have ample opportunity to review the document and contribute to the island’s long-term strategic vision, BSP is extending the comment period by 27 days. This will make the new deadline to submit comments to Friday, May 22, 2026 by 5:00 pm. The 2050 GSP serves as a comprehensive framework for Guam’s future, addressing critical areas such as economic resilience, environmental stewardship, and community well-being. This plan also acts as the official update to the Guam Comprehensive Development Plan (Kabales), as mandated by Public Law 35-110. Website Restoration Update

As part of a recent global cyber incident targeting cPanel-hosted servers, bsp.guam.gov was among the millions of domains compromised worldwide. Unfortunately most file downloads and embedded content hosted with the site could not be restored.

The Bureau of Statistics and Plans is currently restoring our site and securely re-uploading all files, data sets, and media—including vital public materials and reports e.g. for the Guahan 2050 Sustainability Plan—that were linked prior to the attack.

We anticipate the full restoration of the website to be completed in a months time. More recently published files will be prioritized and will be available in a shorter time frame.  We appreciate your patience and understanding as we work toward full restoration of BSP’s extensive digital repository of reports, plans, and data.
