Public Comment Period – Guam Coastal Management Program Assessment and Strategy (2026-2030) Draft

The Bureau of Statistics and Plans – Guam Coastal Management is pleased to provide its Assessment and Strategy (2026-2030) Draft for public review. The Assessment and Strategy 2026-2030 Draft document is a product of the Guam Coastal Management Program’s efforts in undergoing the Coastal Zone Enhancement Program established through Section 309 of the U.S. Coastal Zone Management Act. The Coastal Zone Enhancement Program provides an opportunity, every five years, for federally approved coastal management programs to review, assess and realize opportunities addressing one, or a multiple, of nine enhancement areas, particularly those enhancement areas that are a high priority. These nine enhancement areas are as follows. Wetlands: Protection, restoration, creation, or enhancement of the existing coastal wetlands; Special Area Management Plan: Preparing special area management plans for important coastal areas; Energy and Government Facility Siting: Developing policies to facilitate the siting of government and energy-related facilities and activities; Cumulative and Secondary Impacts: Assessing the cumulative and secondary impacts of coastal growth and development; Coastal Hazards: Prevent or significantly reduce threats to life and property by eliminating development and redevelopment in high-hazard areas, managing development in other hazard areas; Marine Debris: Reducing marine debris entering the nation’s coastal and ocean environment

FY 2024 Edward Byrne Memorial Justice Assistance Grant (JAG) Project Proposal Request

Hafa Adai! The Bureau of Statistics of Plans is pleased to announce the FY 2024 Edward Byrne Memorial Justice Assistance Grant (JAG) Program project solicitation.  JAG funded projects may address crime through the provision of services directly to individuals and or communities and by improving the effectiveness and efficiency of criminal justice systems, processes, and procedures. The Revised October 2023 FY 2019-2022 Strategy for Drug Control, Violent Crime and Criminal Justice Systems Improvement Strategy, developed by the Bureau of Statistics and Plans, in collaboration with Guam’s criminal justice entities and resource agencies, remains effective until such time as the Bureau develops the new FY 2025-2029 Strategy.  Guam’s Revised October 2023 FY 2019–2022 Drug Control, Violent Crime and Criminal Justice Systems Improvement Strategy reflects the use of JAG funds to support criminal justice initiatives on island through the following priority areas: law enforcement, corrections and community corrections, drug treatment and rehabilitation, planning, evaluation and technology improvement, and prevention and education.   The Bureau is initiating the request for project proposals to allow the opportunity for interested applicants to submit project proposals consistent with the approved priority areas and the Bureau of Justice Assistance requirements. Proposals may be submitted by any established non-profit organization, faith-based organization, law enforcement, victim services, and substance abuse public

Website Restoration Update

As part of a recent global cyber incident targeting cPanel-hosted servers, bsp.guam.gov was among the millions of domains compromised worldwide. Unfortunately most file downloads and embedded content hosted with the site could not be restored.

The Bureau of Statistics and Plans is currently restoring our site and securely re-uploading all files, data sets, and media—including vital public materials and reports e.g. for the Guahan 2050 Sustainability Plan—that were linked prior to the attack.

We anticipate the full restoration of the website to be completed in a months time. More recently published files will be prioritized and will be available in a shorter time frame.  We appreciate your patience and understanding as we work toward full restoration of BSP’s extensive digital repository of reports, plans, and data.
