1. What is the Business License and Permit Center?
The Business License and Permit Center (“BLPC”) is a multi-agency hub for either obtaining or renewing business licenses and for applying for building permits, which is located on the Department of Public Works compound in Upper Tumon. The BLPC was set up so that individuals/businesses would have a single place that they could go to for their business licensing and permitting needs. It is important to note, however, that there may be circumstances which require individuals/businesses to still have to go to an individual agency for assistance.
2. What agencies can be found at the BLPC?
The BLPC is made up of the following agencies: Department of Health and Social Services (DPHSS) Department of Land Management (DLM) Department of Public Works (DPW) Deparment of Revenue and Taxation (DRT) – Business License, Collections, Real Property Branches Guam Enviromental Protection Agency (GEPA) Guam Fire Department (GFD) There is also a Treasurer of Guam (TOG) cashier located on-site.
3. What is new about BLPC?
One exciting enhancement to BLPC is the addition of DRT’s Collections and Real Property Branches to the Center. In the past, if a taxpayer had a tax or real property issue, they would be directed to DRT’s main office. This is no longer the case for the majority of tax and real property needs.
4. What days/times can I go to BLPC?
As of January 13, 2020, the following are the BLPC hours:
DPW, DRT, GEPA, TOG hours of operation are:
Monday through Friday 8 a.m. to 12 p.m. and 1 p.m. to 5 p.m.
DPHSS, DLM hours of operation are:
Monday/Wednesday/Friday 8 a.m. to 12 p.m. and 1 p.m. to 5 p.m.
GFD hours of operation are:
Monday/Tuesday/Wednesday/Friday 8 a.m. to 12 p.m. and 1 p.m. to 5 p.m.
Thursday 1 p.m. to 5 p.m.
*Take note that beginning April 2020, ALL AGENCIES will be open Monday through Friday 8 a.m. to 12 p.m. and 1 p.m. to 5 p.m.
5. Are there any future plans to expand or enhance the BLPC?
By the end of 2020, BLPC will have an online application process which will be available for certain types of licenses.

Website Restoration Update
As part of a recent global cyber incident targeting cPanel-hosted servers, bsp.guam.gov was among the millions of domains compromised worldwide. We are actively working alongside the Guam Office of Technology to safely restore our digital services to the public.
The Bureau of Statistics and Plans is currently restoring our site and securely re-uploading all files, data sets, and media—including vital public materials and reports for the Guahan 2050 Sustainability Plan—that were linked prior to the attack.
We anticipate the full restoration of the website to be completed in the next couple of weeks. We appreciate your patience and understanding as we work to ensure our digital infrastructure is hardened and fully operational.
