RFP-BSP-2025-003 Professional Services to Conduct Guam’s Second-Year Prison Rape Elimination Act (PREA) Compliance Audit

The Guam Bureau of Statistics and Plans (BSP) is soliciting proposals from  experienced and qualified Offeror for Professional Services to Conduct Guam’s Second-Year Prison Rape Elimination Act (PREA)  Compliance Audit at the Department of Corrections (DOC) and Department of Youth Affairs (DYA) Facilities.  The issuance of this Request for Proposals (RFP) does not constitute a commitment by the Bureau of Statistics and Plans to award a contract.

All entities interested in submitting a proposal may request  an electronic copy or hard copy of the Request for Proposal (RFP) beginning Tuesday, September 30, 2025 to Friday, October 17, 2025 by e-mail to the Single Point of Contact, Ms. Sonia Siliang, at sonia.siliang@bsp.guam.gov or at the Director’s Office, Bureau of Statistics and Plans, located at the Ricardo J. Bordallo Governor’s Complex, Adelup, 513 West Marine Corps Drive, Hagåtña, Monday through Friday from 8:00 a.m. to 5:00 p.m. Chamorro Standard Time (ChST) excluding Government of Guam holidays.  You can also click here to download an electronic copy of the RFP.   BSP recommends that prospective offerors register their contact information with the BSP to ensure they receive any notices regarding any changes or updates to the RFP.  GSA and or BSP shall not be liable for failure to provide notice to any party who did not register their contact information.

Proposals must be submitted to the Bureau of Statistics and Plans’ Director’s Office, Bureau of Statistics and Plans, located at the Ricardo J. Bordallo Governor’s Complex, Adelup, 513 West Marine Corps Drive, Hagåtña by no later than 4:00 pm (ChST), Thursday, October 30, 2025. Proposals may be hand delivered, delivered by mail, delivered by other courier service or by  electronic transmission to the Single Point of Contact, Ms. Sonia Siliang, at sonia.siliang@bsp.guam.gov. Failure to submit Proposals at the specified  location or by email on the date and time will be grounds for rejection of the Proposal.
