The Bureau of Justice Assistance (BJA) has announced the solicitation for the FY 2026 Edward Byrne Memorial Justice Assistance Grant (JAG) Program. As the State Administrative Agency (SAA) for the JAG program, the Bureau of Statistics and Plans (Bureau) has prepared Guam’s FY 2026 JAG Program Narrative. The Program Narrative is now available for review with a public comment deadline of October 30, 2026.
In compliance with federal solicitation requirements, the enclosed Program Narrative is available for review and comment by the governing body, criminal justice stakeholders, and the public.
Guam’s plan details how the FY 2026 JAG funds will improve functionality across Guam’s criminal justice system. The narrative was developed in alignment with the priority areas defined in the Guam FY 2025-2029 Multi-Year Strategy for Drug Control, Violent Crime, and Criminal Justice Systems Improvement. These established priorities include:
- Law Enforcement Priority
- Planning, Evaluation, and Technology Improvement Priority
- Drug Treatment and Rehabilitation
- Corrections & Community Corrections
- Prevention & Education
Our strategic plan relies on evidence-based approaches to guide funding toward critical programs that prevent crime, improve criminal justice information systems, and support substance abuse treatment and rehabilitation. The updated strategy is available for review or download on the Bureau’s website at BSP.Guam.Gov. Additionally, the Bureau will continue the Death in Custody Reporting Act (DCRA) data collection and reporting to the U.S. Department of Justice, in coordination with local law enforcement agencies and per established guidelines.
To satisfy the public review requirement with the program inclusion, the Bureau is, once again, making the narrative application available for review to the governing body of the state, the public and criminal justice stakeholders.
Please review the document and provide any written comments or concerns regarding the FY 2026 JAG Program Narrative to the Bureau by no later than 10:00 a.m. on Friday, October 30, 2026. If no comments are received by this deadline, the Bureau will proceed with the understanding that you concur with the application.
