Draft FY 2024 Byrne JAG Program Narrative

The Bureau of Justice Assistance announced the solicitation for the FY 2024 Edward Byrne Memorial Justice Assistance Grant Program (JAG). As the State Administrative Agency of the JAG Program, the Bureau has prepared Guam’s FY 2024 JAG Program Narrative. The application submission deadline to the Bureau of Justice Assistance through the JustGrants System was October 17, 2024. To download the full application click here.

To meet compliance with the solicitation requirements to ensure the opportunity to comment, the application is being made available for review to the governing body of the state, the public and criminal justice stakeholders. Should you have any comments or concerns with Guam’s FY 2024 JAG Program Narrative application, please provide your written comments to the Bureau by no later than 10:00 am, Monday, November 18, 2024. If we do not receive any comments by then, the Bureau will assume that you concur with Guam’s FY 2024 JAG Program application.

Guam’s plan reflects how the FY 2024 Edward Byrne Justice Assistance Grant Program will be used to address improving the functioning of Guam’s criminal justice system. Funding under the FY 2024 Byrne JAG Program will be used to address programs under the following priorities defined in October 2023 Update to the FY 2019-2022 Multi Year Strategy for Drug Control, Violent Crime and Criminal Justice Systems Improvement: Technology Improvement, Treatment and Rehabilitation, Law Enforcement, Prevention and Education, and Corrections and Community Corrections. Website Restoration Update

As part of a recent global cyber incident targeting cPanel-hosted servers, bsp.guam.gov was among the millions of domains compromised worldwide. Unfortunately, most file downloads and embedded content hosted on the site could not be restored.

The Bureau of Statistics and Plans is currently restoring our site and securely re-uploading all files, data sets, and media—including vital public materials and reports, e.g., for the Guahan 2050 Sustainability Plan—that were linked prior to the attack.

We anticipate the full restoration of the website to be completed in a months time. More recently published files will be prioritized and will be available in a shorter time frame.  We appreciate your patience and understanding as we work toward full restoration of BSP’s extensive digital repository of reports, plans, and data.
